Canon is non-specific, although as she won her Games just over four years prior to her canon point, and as a point is made in text to reference that "Finnick is one of the youngest victors, winning his games at 14" it can be assumed that she wasn't any younger than that, which would put her age in the 18-22 range. Middle ground is best ground hence the above noted age!)

You'd be hard put to find someone who valued physical, tangible strength more than Johanna, and given that she won the seventy first Hunger Games as a mere teenager through her skill with an ax it's fairly clear that valuing it has done her well. In addition to that, violence is the first threat she jumps to (“I don’t care if you are knocked up, I’ll rip your throat out”) and short fuse doesn't even begin to cover it. She's more than just an angry grunt, sure, but it's the side of her that's served her best this far by a long shot.

There is no doubting that Johanna is a product of the world she has been brought up in. She's lived her whole life with the knowledge hanging over her head that any year she could potentially be randomly selected and forced into killing up to twenty three other children for sport - or of course, be killed herself. And that's just it, because kill or be killed scenarios quickly show us all who we really are. Are you morally just enough to refuse to murder, or strategic enough to try and manipulate the strongest into taking you as an ally? Are you a victim, or a predator? When Johanna entered her games, everyone thought they knew who she was: a weakling, ready for the picking, an early victim, and then she showed everyone what she knew she was. She played everyone for the fool, from the other tributes to the sponsors back home, and convinced them that she was helpless. Then, as Katniss puts it, "she demonstrated a wicked ability to murder". That's what Johanna is, she's a survivor.
Unfortunately survivors just aren't as useful to the Capitol as pretty, fresh faced, compliant victors. A stubborn streak runs through her, and she does not like being pushed. When the Capitol pushes though, they take blood, and slowly but surely the people close to Johanna dropped off like flies. As far as manipulation techniques go it usually works, but not with Johanna. Which each death she only dug her heels in further. She didn't have that much blood on her hands to be bought and sold like meat to the highest privileged buyer, and as the list of dead grew, so did her bitterness. The only problem with the government's methods was that eventually they ran out of people. There was no one left that she loved, and she became nothing more than another cautionary tale to future victors - play along, fall in line, or this is what we'll do to you. Her losses have given her more cause than most to support a rebellion, and she openly defies the Capitol whenever she feels like it. She's bitter and angry, and doesn't much care who knows it. All they have left is killing her now and really, that wouldn't be so much of a tragedy.
Despite the fact that all she has left is herself, she's not always completely self-serving. In fact, during the games involving Katniss Everdeen, the Mockingjay and the face of the rebellion, Johanna willingly put her life on the line as part of a plot to keep Katniss (and thanks to association Peeta too) alive long enough for rebels to break her out of the arena and make her the poster child for the uprising seventy five years in the making. Everyone has their motivations for helping, but Johanna's aren't so pure, they're personal. The government killed everyone she loved, everyone she so much as cared about, and now the chance for her to stick it back to them has come. She jumped not because it was the right thing to do - Johanna is far from morally righteous and makes no claim to be. She doesn't do things to serve anyone other than herself, but she's strategic about it. The rebellion may have seemed like a selfless act at face value, but it served her desires in the long run. It may have seemed strange and out of character for her to put her life in jeopardy for others - let alone someone she dislikes as much as Katniss - but placed in the context we eventually see, it all makes sense. She wanted revenge.
Of course, she's vulnerable too. She isn't just fire and rage and strength, she has very real weaknesses too. Her quick temper and short fuse also makes her rash and quick to judge, and she pushes just about every person who tries to get close away. There are small, minor exceptions of course, people like Finnick who are too rooted in the system to be at risk of a quick death to keep Johanna's mouth shut, but for the most part she doesn't let anyone near. The walls are up so thick, trauma shoved down so deep that she's incredibly difficult to connect to. All that most people see is the quick witted, smart and vindictive, abrasive front that has been up so long that she's almost forgotten there was anything else to her. Even when it comes to the few things she's sure of, there are cracks in the wall. Her strength, perhaps the part of herself she values the most, isn't infallible. She's still a scrawny young adult, lean and tough from growing up in district seven and being around loggers her whole life but she has limits. She can kill, but following orders is a stretch. She can get into fights, but she can't always win. She can be part of a rebellion, but sometimes she gets captured and tortured by the Capitol for information. You know how it is.
She's a product of the world she's been brought up in, and there's no denying that. But she would join the Capitol before she let herself be controlled by that world.

One on one is a lot easier, even preferable to face-to-face but these open ended, vague catch-all's feel self important at best and vapid, Capitol-esque trumpet blowing at worst. Point is, she doesn't like it - but this? This is important. ]
